If I apply internally for a new position at work, is the company obliged to interview me or even contact me?

I applied for a new position at work in february via our internal careers system, after being told about this position by the hiring manager. I'd applied for something else, unsuited to me so she suggested this new role. I've never again been contacted by her or HR?!
