I honestly feel like he might playing you. I mean, he's never around when you're in town &+ he won't Skype with you. What the hell is that about? Any guy that's in love with a girl 'nd lives in a different state would want to see her regardless. Also, you DO have the right to be mad 'nd deserve an explanation to why he didn't text you. Oh!
