For an outlet to make a spark when an item is unplugged, does the item need to be on?

Specifically, let's assume that you are unplugging a vacuum, which is not on and has not been used for 20 minutes. When unplugging the vacuum from the wall outlet, can it make a spark (internally or otherwise) if the vacuum is off when it is unplugged?
